| 内容記述 | 本稿は、経済制裁への理解を深めるため、経済制裁をめぐる以下の４つの問いを考察する。経済制裁は有効なのか。なぜ国家は経済制裁を利用するのか。どのような状況下で経済制裁は有効になるのか。経済制裁の成否はどのような基準によって評価されるべきなのか。従来の研究は、経済制裁は有効なのかという不毛な問いに焦点を当てる傾向があった。また、経済制裁を「強制」（ターゲットの譲歩や行為の修正）という観点からのみ考察し、「強制」に成功したか否かという基準だけから制裁の有効性や妥当性を評価しがちであった。本稿は、経済制裁には他にも重要な目的――「シグナリング」と「封じ込め」――が存在することを指摘し、こうした傾向を批判する。さらに、これら３つの異なる目的が、どのような状況下で成功しうるのかを考察する。最後に本稿は、経済制裁の有効性と妥当性をどのように評価すべきなのかを考える。経済制裁の成否は、「強制」の成否によってではなく、制裁を利用する国家の戦略状況の改善という観点から評価されるべきである。 This article aims to increase the understanding of economic sanctions by focusing on four questions: do economic sanctions work well; for what purposes do states use them; under what conditions do they work well; and by what criteria should their success or failure be judged. Earlier studies of economic sanctions have tended to focus on a fruitless question―Do economic sanctions work well? They have also tended to consider economic sanctions only from the viewpoint of coercion (producing concessions or changes of behavior in the target country) and judge their usefulness and validity based only on the criteria of whether the coercion succeeded or not. This article criticizes these tendencies by indicating other important purposes of economic sanctions―signaling and containment. Additionally, it examines under what conditions these three different purposes could succeed. Finally, this article considers how to judge the usefulness and validity of economic sanctions, and it is suggested that success or failure of economic sanctions should be judged not on the success or failure of coercion but on the improved strategic situation of a country using sanctions. |
